Aviation Law in Ethiopia: Procedures for Establishing Private Landing Sites

As Ethiopia’s infrastructure expands, the demand for specialized aviation sites, such as private airstrips and heliports, is increasing. The Ethiopian Civil Aviation Authority (ECAA) manages the strict regulatory pathway for the construction and operation of these sites to ensure national air safety.

The Regulatory Roadmap:

Site Approval: Before construction begins, applicants must secure written permission from the ECAA, which includes an Environmental Impact Assessment (EIA) and proof of land usage rights.

Construction Standards: Any airstrip or heliport must meet specific aerodrome and flight operation standards. Following construction, the ECAA conducts a final inspection to issue a Compliance Certificate.

Licensing Beyond physical construction, operators must obtain a business license for aviation-related services, a mandate delegated to the ECAA under the Commercial Registration and Licensing Proclamation.

This specialized area of law requires precise coordination between property rights, environmental standards, and federal aviation safety protocols.
