He is well-known for his creative approach to legal issues and his successful track record as a district judge, president of a court, and high court judge in both regional and federal settings. Shishay is particularly skilled in corporate law, mergers and acquisitions, banking, insurance, infrastructure, and projects. He is also proficient in litigation, high-stakes deal negotiations, and the drafting of commercial legal documents. Shishay received his LL.B degree from the Law School at the University of Mekelle.
